The alt belt does power the power steering though.

It's rust... for sure. My '99 OBW did that, then it stopped opening at all. Pulled off the inside panel. De-rusted, and voila! It worked again.

Foresters are nice, I kinda want to sell my '99 OWB and get a forester. I know someone who stuffed an ej25 in the back of a forester because he doesn't have a truck!

If you take off the back paneling of the hatch you'll see the mechanism. It is pretty simple. Mine froze up on my '99 obw a while ago and I had to take it all apart and make it work again. But you could easily put a cable, or electric actuator in there to have a button or lever to pop the hatch.

For a few hundred bucks you don't have much to loose.

They should clean up. You might have to sand them with high grit sand paper, and then buff them with plastic buffing compound. But with enough work they'll come back to life. But I'm not sure it is worth it... the lights absolutely SUCK even when they are nice and clear. Before this winter and all the darkness I'm considering going JDM projectors (EXPENSIVE), or making a light bar or something and going with hella 500's. Which would also look badass.

if you pulled the bumper off you could probably push the dent out and get it pretty flat.

I have the exact same car, except silver. Really great car. Mine is a manual too. But I have a bit less miles, just turned over 100k the other day.

Check the speed cable that comes out of the transmission. I have seen the lead that comes from the transmission to the speed cable break. It costs something like $33 at a dealer. Did yours bounce around when you were driving between 0 and 20mph, and then even out after that?

I had this exact same thing happen to me a while ago. Plug hit the inside of the hood so hard it left a bit of a scratch in the paint Fortunately I had a spare plug, so I pulled the washer off, and threaded it in enough to get home.
