You're hearing the tailgate chains rattle through the frame. GoPros pick up a lot of noise through their housing and mount.

If you really wanted to for real race it then you should gut the whole car down to the unibody and start your build from there. No point in using anything other than quality stuff too. People would be reluctant to help you because they have their own projects they are funding for themselves and so far you have nothing other than "Here is my car, please make it a racecar". You have not shown any progress on your project or that you are capable of accomplishing anything other than brain storming. Give us a show of what you are doing and then maybe you still get a little support.

Yeah you are probably closer to 2500 stock, or even less. Even with all the modifications you want to do I couldn't see you breaking 3k. Good Luck.

Is that wagon solid enough for a build? Looks pretty rusty.

I have one of the no name 24" bars from Amazon and it put out tons of light with very little power draw. Only suggestion would be to take it apart and reseal it as I have noticed some moisture inside. I also bought a 4 LED small bar to install on the interior but it would make a good rock or low spot light.

Road signs would work, but you might have a hard time explaining how you obtained it to any law enforcement. I know a few different companies like Primitive or Rallitek make them as they should be the same as Legacy/Outback ones. As far as home made goes you would just have to find a piece of scrap steel or aluminum and cut or bend it to your needs.
