I figured it would be the fuse since I had the same problem lol.

Ya, just like stated above go with some euro spec headlights instead.

It could be exactly that. Did you check everything was plugged? -
Yup using 3m cleaning tools will help out and make the lenses look clearer. See if that does the job.
