Well I got to workin on it today. And I'm not so sure now. I am scratchin my head. My TCU(trans control unit) or TCM(trans control module) whatever you wanna call it. Aren't they the same. I don't have a 20 pin connector, I have 2 that are 24 and only have 23 wires in them. Took some pics. I did find the ECU and it is a 20 pin connector, but I'm not messin with it.

Alright guys, instead of waiting forever for the spectra brand I tried asking around to different parts stores. So while I happened to be on Amazon there was a suggestion/recomendation for the Subaru brand valve. It was 20 bucks more but I would get it in a few days and not have to wait a month and a half lol. So no I'm waiting for some warmer weather and gotta get a few more little things, hose clamps, nuts to hold the valve to the filler neck, maybe new rubber hoses. So I have this guy: http://www.amazon.com/gp/product/B00F3DSYTI/ref=oh_aui_detailpage_o02_s00?ie=UTF8&psc=1 it's perfect! And the filler neck: http://www.rockauto.com/catalog/moreinfo.php?pk=3522396&cc=1357354

Also ordered this, http://www.amazon.com/Spectra-Premium-FNA04-Filler-Shut-Off/dp/B00D2LOKPK/ref=au_as_r?ie=UTF8&Make=Subaru%7C13&Model=Legacy%7C64&Year=1999%7C1999&n=15684181&s=automotive&vehicleId=4&vehicleType=automotive but I have to wait forever to get it! No parts stores had it, could hardly find it online, so amazon it was.
