Just dropped the engine back in after replacing both head gaskets, and all oil seals. The car sat in the garage for 8 mo. before I could finish working on it, old gas, dropped in some Sea Foam, car ran funny for a while until almost on empty, now has new gas, full, runs alot better, but engine surges around 1900-2000 rpm, and goes away once you get over 2000 rpm. Does this sound like some type of sensor or air problem? Engine also surges when clutch kicks in on a/c compressor, during idle only. Compressor oil, and R134a replaced, and is in good range. Any suggestions? No surges when over 2000 rpm.

I just need to know what to actually replace. Sensor? Cat?

I bought some Mass airflow cleaner, cleaned all connectors, pulled everything off the throttlebody and cleaned everything. I fixed that problem, the only thing that sucked was that a rubber gasket separated the coolant from the idle control (which was full of deposits and probably stuck) expanded and won't fit now after removing it to clean. Kingsport Subaru says they could not find the gasket for the 2.2, but found the exact gasket on the 2.5 diagram. They tell me I may have the wrong throttle assembly. Huh! I never changed it. Ordered the one for the 2.5 ltr, lets hope it works. Trying the red permatex for now to hold me over for a week till the gasket comes in.

I'm curious.. What was the original reason for pulling the heads? Was it belt failure?
