Timing belt help

Any help would be greatly appreciated!

I have an 88 gl ea82 and the driver side timing belt broke. I have taken all apart and have replaced tensioner pulleys and am now beginning to put the belts on. I am needing to line up my camshafts in the proper format (driver side - up) and all the instructional things I can find just says to turn the camshaft to the proper positioning but I cannot seem to get either of them to turn! What am I doin wrong here? Any ideas on how to turn the cam pulleys?

If you lack the tool for grabbing and turning the camshaft, put the belt on and turn the main crank pulley until the cam is lined up, then remove the belt, align the crank pulley, put the belt on again. No need to snug it all up until everything is final, just put a little tension with one hand or slip it over the tensioner without tightening it too much. You aren't starting the motor, just using the belt to turn the cam until it's in place.

 

Once it's all in place, do tighten down, of course.

Get er done? The belts are kind of intimidating the first time you do them , but once you understand what's going on, and get rid of all that plastic garbage, they're cake. I've only done one set and am already confident i could do another set in <30 minutes.
