I have a 1999 Forester that when cranked will start and idle, stalls and will restart and idle for approximately 10 seconds and stalls again. It seems to be running out of fuel and the tank is very near full... Anyone run across this before?

99 has issues with the Idle air control valve. They often go bad and will cause rough idle and stalling problems, and often do not set a code.

 

No CEL? Does the CEL work when the key is turned to ON?

 

Checked for broken vacuum hoses or loose/ broken breather/ PCV hoses?

 

Checked that the air box behind the throttle body is assembled properly and clamped tightly to the TB? It hinges at the bottom and can be difficult to reassemble if taken apart, it's often spit open a bit at the bottom which can cause problems. Intake hose clamped tightly at each end? Intake hose isn't broken anywhere?

 

How old is the fuel filter? How old is the air filter? Is it full of acorns?

Does this critter have an 'accident' switch that kills the fuel pump if it thinks the car has been in an accident?

 

Had a car once that used the oil pressure sensor for that... other cars have an impact sensor, might be the little bit the pump runs when the key is 1st turned on supplies enough pressure to idle for 10 seconds or so, but the pump never keeps running.

I think fairtax has a great post. but cnydauve raise the question - somewhere there is a pressure sensor that must tell the pump to shut off. maybe it's 'on' and shuts the pump off too soon or at too low pressure.

 

Might be worth pulling some plugs to see if an injector is leaking/stuck open.

somewhere there is a pressure sensor that must tell the pump to shut off.

The pressure sensor is used to determine when there is a leak in the evap emissions system.

I'm not aware of any inertia switch on these cars. If there were one, it would likely cause the car to not start at all until the switch were reset.

Fuel pump is on a timer at crank. it just primes the fuel system. Once the ECU has determined the car is running the pump will run constantly.

 

Wonder what criteria the ECU uses to determine that?

 

Anyway, a test light/ear on the tank will tell if the pump continues to run.

An input from the starter circuit when the key is turned to the start position, and tachometer signal.

It doesn't NEED the start signal input, it just changes a few things (timing,IAC position, fuel input).
