When you have all the cams lined up and you put on the last pulley how do you factor in the passenger side cams wanting to rotate counterclockwise? Is it a non issue? Do you adjust the cam so when the pulley is on they both line up?

not sure what you're asking but the timing marks all need to be in alignment when the belt is installed - so they should be in alignment while installing.  there's no reason for them not to be off their marks.

remove the passengers side lower idler, install it after the belt is in place.

if it's really tight i'll leave the toothed sprocket off and install that last with the belt wrapped around it - just make sure the bolt is absolutely going in straight so you don't strip the threads, but that's the easy way to install a tight belt.

I do like grossgary said.

Line the cams up to each then, then to the belt.  If you do it correctly, they might rotate back slightly when you install that last idler pulley.  But if everything is lined up properly to the belt, it is correct.

I cheat and use clamps or clothes pins to pin the belt to the cams and crank and install the lowest idler last.

Don't forget is ti's the brass tensioner to slide it left before tightening those 2 bolts.
