car has carb/timing problems

i have 1 1985 Subaru GL 4cylnder,4 wheel drive. i got the rpms at idle going about 2500 rpms.so when i start driving down the road  it has no power ,it backfires and barely go 5 mph.how do i set the timing,and does the carb have only 1 idle screw? and also  does the carb have a fuel /air mixture screw and if so how to set that one? i tryed to turn screw on front of carb and it does nothing. i think also i am leaking oil under front of car pretty good,it might need front seal replaced. i replaced spark plugs,wires,rotor,cap,oil filter.please help!! thks

The Backfires and High Speed idle sounds to me like vacuum leaks, plus the Hitachi Carb might need a Rebuilt; The idle speed screw is next to the accelerator cable's plate at the Carb, but if it was working fine and nobody has touched that screw, the problem could be the Carb itself, and / or vacuum leaks. The timing on the Early carburated EA82 should be adjusted at 8º +/- 2º, but I run mine, which also is 1985, at 20º and I removed the Crappy Hitachi carb, and swapped in a Weber Carb = Better low end torque, better response and cleaner engine bay, without the Spaghetti of hoses around...

The screw front center at the base is the mixture screw.

 

I'd reset it to 1 and a 1/4 turns out.

 

The idle screw is hidden behind a vac hose, but its on the passenger side of the carb near the throttle linkage.

 

Sounds to me like the carb needs to be cleared out.  Blow take the top off and remove the emulsion tubes and blow them out.  Replace the air horn O-rings, and the accel pump.  All comes in a kit for about $25 bucks takes about an hour.

I just put a new weber carb in my 1979 brat and it did work for a little when starting. now I tried starting it the other day and it will idle slowly, but when trying to rev it..it will suck air big time(no pressure) and backfire alot? I didn't mess with anything and not sure where the vacuum leak would be? I know I need a new exhaust set up but not sure how or where to do that set up? it is cold out so maybe will the flaps on the carb will stick open? any suggestions will help...hope to look at it again when weather breaks? exhaust set up and carb tuning help is what I need to figure out. hope u figure urs out as well. thanks

It's best that you start your own thread on your specific topic since this is a recent thread.  Sounds like you need to go through the tuning procedure for a Weber.  Instructions can be found on the internet pretty easily.  It doesn't really sound like you have a vacuum leak, but you won't know anything until you have tuned it properly.
