99 subaru forester s a/c blows cold engine surges

Good day,

 

                      I recently purchased a 99 Subaru forester s every  thing works runs great the a/c blows cold air but the car surges wile driving about every 5-7 seconds any idea what might be causing the problem

Is the AC on when it does this? You will definitely feel differences in power when the AC is on due to the compressor engaging and disengaging.

Is it set on Re-circulate or Max AC?

Does turning OFF the Re-circulate or Max AC setting change anything?

Does turning off the AC altogether change anything?

the a/c is on with any setting it surges when i turn off the a/c the problem goes away
