The front struts are identical heights for 98-08 forester and 96-99 outback (probably 00-04 as well). The rear struts from the outback are taller from knuckle mount to spring perch by about an inch, this only applies to the 96-99 vs 98-03. Again, 98-08 forester struts will work, but the 98-02 have a lower rear spring perch so you can't fit as big of a tire. 03-08 have a higher rear spring perch that allows a bigger tire, or 96-99 Outback would work as well.
