Is the check engine light on? If so I would try and pull the codes and see what is coming up.

Also is this a multi port fuel injection? I'm not familiar with this model of Subaru so I can't be sure what kind of fuel system it has.

When its warm the engine turns over but it just won't start?

That's usually due to a bad Engine coolant temperature sensor.

The sensor fails and is telling the computer the engine is cold all the time so it gets too much fuel and floods the engine.

Check engine light is not on, this model doesn't have computer to read the codes.

Do you know what kind of a fuel system you have? I know that some non usdm models of subaru still used a carb and disty in the 90's and would have a different setup for the fuel system monitor than multi port

I left my car in my official service, now i can't start up even it is cold or warm(I couldn't start it at all)

Okay from the info I found the EF12 is the engine you should have in this car. The two fuel system options it came with is a 2 barrel Hitachi carb or a multipoint fuel injection system

I found some pictures please tell me which one your engine looks like

This one

Crazy, this Subaru is hard to find info on.

Well I would start with the basics. First do you have spark?

In service they suspected on the induction coil, they replace it with their induction coil and it give the same parameters. There is no power or spark.
