I can't answer your question directly but my 05 AC clutch wouldn't engage sporadically. Turns out the relay was crapping out. Simple fix. Find the relay in the box and tap on it. If there is another same size relay in the box, swap them out and see if that resolves the issue.

correct, if there's not enough refrigerant, it wont engage, or if there's too much, but i doubt that's the case here.

a 99 anything could easily have leaked out refrigerant below the amount required to run the compressor. You may need a coupla o-rings and new schrader -type valves in the system and a re-charge. An a/c tech will have vacuum/recovery equipment and the knowledge to diagnose and fix the system.

get a cheap gauge, see how much is in it.  

it's probably low. 

sometimes you can top them off and they're good for a long time. 

if it's leaking/loosing refrigerant, replace the orings at the comrpessor, schrader valves and hoses that go to the A/C compressor and that fixes most problems.  what I wrote above is for an 01-04 H6 engine and will be different but the principles and locations of the parts are the same.
