What do the fog lights bolt onto?

My '98 Legacy Outback was involved in a collision before I purchased it, which I knew beforehand. What I didn't know is that whatever piece the right fog light bolts onto was broken and whoever "repaired" it just basically smashed it in there with a bunch of goop and now I have to fix it. I took out the light and looked in there as best I could without taking everything apart, but couldn't tell much from that. Two questions:

 

1. What is the part that the fog light bolts onto? Can it be replaced?

 

2. What is the process for accessing this part and either repairing or replacing it?

On my 97 OB, the fog lights bolt directly into the bumper (shell). There is a threaded metal insert that screws up into the bumper itself. The fastener then screws into this (2 of them) to hold the foglight.

I have the large flat square diffuser style lights. I don't know if the projectors or OB style lights mount the same way but if they do this image might be helpful.

The older Impreza uses a circular fog light, but it mounts completely differently from the lights in my car. There are three bolts that mount horizontally to hold the light in:

These are the only mount configurations that I am familiar with, though there may be others, like the wide fogs on the 98+ and GT cars (?).

 

Surely there are some people here who have installed aftermarket or replacement lights on your model...
