Subaru Newbie has trouble code questions

I will introduce myself to everyone as a Subaru Newbie. Well almost, I did have an 83? 4 wheel drive wagon with a 1600 cc in it a few years ago. Loved that car, it went everywhere and then some. The motor blew and 4 hours and about $150.00 later I had another in it. I sold the car a year after I bought it for more than I paid for it.

The car I have now is a 91 Loyale 4 wheel drive wagon with the 1800 cc and an auto trans. The problem I am having with the car is that there have been too many non Subaru mechanics working on this car thinking that they know everything about it. The deceased owner of the car had timing belts put in the car in 2004, then drove the car with one of the belts 180 degrees out of time. I had that repaired when I got the car 2 months ago. At that time the check engine light was on. The mech. said he pulled a misfire code out of the ecu. The code I pulled was for an EGR selinoid which I replaced and now the light is not on solid, just flashes all the time. The code I think I am pulling is 16. I see by the list of codes there is not a 16 code for 91 cars. Since there have been so many people working on this car also I am not sure if the diagnostic connectors are connected or not. The articles I have read said it is a green connector under the steering wheel. I looked and the only green connector I see is already connected. It is a 4 wire plug with a white wire, black wire, yellow wire, and a red with white stripe. Is this correct?? Should this be connected all the time?? To clear the codes there is a black plug to be connected. All the black plugs under the steering wheel are already connected. So I am not sure which one this is. I am sure this is NOT to be connected all the time.

I hate to run this car to the dealership to get everything straightened out when I know I can do this myself. After all, my other cars are Pontiac Fieros. Sorry for the long message, hope someone can help me out. Mark

The test connectors you're looking for are under the hood by the wiper motor, in the driver side rear of the compartment. Just substitute the the black connectors in the documentation you have for the white connectors in the car.

 

Since your CEL is flashing, I'm betting that the green connectors are connected. If they are connected, then the flashing means that there are no codes stored. Just unplug them and go on as normal. If the CEL comes on again, you can connect the white ones then read the new codes.

 

edit: if you just turn the key to on, does the fuel pump cycle on and off, and a relay/solenoid under the hood click? They will do that if the greens are connected. Just part of the test mode.
