It's turning on or off vaccum to something. Depening on which side the crack is on, inlet or outlet I would expect different things. If it's on the inlet side I would expect a change in idle speed, and what ever it was switching vaccum to not work, which is usually something emmisions related. OK, I wasn't sure which way around it worked, whether the pressure difference was opening/closing a switch or, as you suggest, the vacuum line is controlled by a solenoid. Suffice to say that my cousin was having real problems diagnosing some serious performance issues until he stumbled upon the cracked unit. Even two local Sub techies didn't know what it does, but they do cost $NZ70 to replace. M.
