Blu's hood has so many scratches on it, touch up paint is out of the question, and i really dont want to respray the hood.

If it's metallic with clearcoat, I would say no, respray is your only worthwhile option.

If it's not metallic, roll it on with a roller and sand it flat with colorsand and then compoound it.
