Is this a wive's tale? and/or do other states have this rule? it's true. it's extremely rare to find an officer that actually cares. but I was actually pulled over and verbally warned for it a couple years ago. The Lights are 6" and I used 1 1/4 tube so about 8 1/2" it's to cold for me to go out and measure. I had the lights already but if I was going to buy the lights I would have gone a bit smaller. The rack looks a little big on the car but I can fit my spare and two coolers in it.
