i have done some research here and i have found a few similar threads but none that can help with my problem...

 

just a little over a month ago, my legacy developed "sticky" steering, that is when you are driving about 10 to 50 mph and you try to turn to left or right it feels like there is a resistance almost like someone holding your steering wheel. Also after making turns the steering wheel does not go back to the original position as it should... now i have both new ball joints, both new inner tie rods, new PS pump and no leaks from the steering rack. keep in mind that the problem is intermittent and not a everyday thing...

 

let me hear your thoughts before i start replacing the outer tie rods

Maybe cv's? I had a cv that wasn't making any real noise and the boot wasn't ripped but it would bind up every now and then? But your sounds a little different. :-\
