The salt collects there if you don't wash inside the wheel wells in winter and gets in between those two panels. Its kinda a PITA to repair right, usually takes me 6 hours a side to cut out all the rust, bend up new metal, weld it, grind it, paint it, and under coat it. I've done it to both sides of my sisters civic, the right side of my moms outback, and the right side of my cousins impreza. I still have to do the left side on the outback and imp. Other places to look are at the back of the rocker panel inside the rear wheel well, the bottom edges of the doors, and the rear crossmember. Had the crosmember rust through on my dad's legacy.
